Regional Land Use Plan - Projects
This current project has resulted in the release of the following
reports and papers.
Agricultural Profile – Regional Summary of Northern Tasmanian Municipalities
Consultancy firm AK Consultants were engaged to develop an Agricultural Profile for Northern Tasmania to provide an understanding of the nature and distribution of agricultural land use and activities across the Region, and the economic value of agriculture to the economy of the Region.
Separate reports have been prepared for the eight municipalities which are available upon request.

Northern Tasmania Settlement Strategy Discussion Paper
Consultancy firm Pitt & Sherry has been engaged to develop a Settlement Strategy for Northern Tasmania. A Settlement Strategy is a strategy for living and working in the region which will specifically deal with land use planning implications.
The Settlement Strategy will provide direction as to where future settlement and growth will occur and what this means for where Northern Tasmanians live and work. The Settlement Strategy is expected to constitute a significant aspect of the overarching regional strategy.

North Plan: Proposed Policy Framework and Discussion Paper
This was the first public document released, the purpose of which was to assist in informing the broader community of the concept of regional planning and a possible way forward in developing a regional planning strategy.
The document proposes a suite of planning policies under three themes: facilitating economic competitiveness and innovation; enhancing liveability; and maximising sustainability and developing community resilience.
The document was released in November 2009 and was formally presented in each local municipality.

North Plan: Proposed Policy Framework and Discussion Paper – Report on Public Consultation
The ‘Discussion Paper and Proposed Policy Framework Report on public consultation held November 2009 – January 2010’ was produced by NTD as a follow up to the 28 public submissions of comment received in response to Northern Tasmanian Planning Project Discussion Paper and Proposed Policy Framework.
It summarises those comments and outlines aspects that require further attention.

Strategic Planning in Northern Tasmania
The document ‘Strategic Planning in Northern Tasmania’ was produced by NTD to provide a compilation of regional, sub-regional and local strategies in Northern Tasmania.
This strategic ‘snapshot’ allows for conclusions to be drawn from the current strategic framework within which Northern Tasmania operates. It has revealed that there is currently a distinct lack of consistency across the region.
It has also found that while local council areas experience similar issues, councils currently work separately to address them. This document was publicly released in early 2010.

Tasmanian Open Space Policy and Planning Framework
The Tasmanian Open Space Policy and Planning Framework was produced for Sport and Recreation Tasmania in June 2010 in order for open space priorities to be incorporated in the three regional planning schemes.
Given that open space is a critical factor in land use planning, this strategic document will be considered as part of Northern Tasmania’s regional planning strategy.
While many councils currently have open space strategies in use, this statewide framework establishes an open space hierarchy and allows for the identification of common open space objectives that can be reflected in planning schemes.

Tasmanian Coastal Vulnerability Project
Currently, all Australian states and coastal territories (with the exception of the Northern Territory and Tasmania) have in place a mandatory or guidance sea level rise benchmark to inform land use planning decisions.
The Tasmanian Coastal Vulnerability Project has been developed in this context in order to inform coastal land use planning, decision-making and policy development.
The project, which is being developed by the University of Tasmania, involves collaboration between the Tasmanian Planning Commission (TPC), the Tasmanian Climate Change Office, the Tasmanian Emergency Management Office and the three regional planning projects.
The project involves the computer modeling of a range of potential sea-level rise and storm surge options in Tasmania over this century.
This project will also involve a summary report of land at high risk of inundation from sea level rise and storm surge for any defined set of areas, such as inundation by Local Government Area (LGA).

Nature of Innovation in the Northern Tasmanian Region
This report on the nature of innovation in the region was developed by the Australian Innovation Research Centre for NTD.
The report comprises a firm-level analysis of innovation status and type, sales of innovative products, innovation investment, research and development, collaboration activity and reported share of tertiary educated employees in ‘science and engineering’ and ‘other’ disciplines.
The report was completed in July 2010.

Northern Tasmania Regional Futures Paper
The Northern Tasmania Regional Futures Paper (Draft) is a Discussion Paper which provides the basis for the development of a Northern Tasmania Regional Strategy Plan. This document is currently being prepared as a basis for consultation.

Northern Tasmania Regional Profile
The Northern Tasmania Regional Profile has been developed for NTD by the UTas Institute for Regional Development. The purpose of this report is to assist in constructing an evidence base to inform the ongoing strategic development of the Regional Planning Project.
The report is able to highlight at a spatial level significant changes across a range of regional data sets at an SLA level. These spatial maps present data within three regional platforms - liveability; sustainability and resilience; competitiveness and innovation.
The report was completed in July 2010 and was presented to members of state and local government. The profile contains in excess of 270 spatial maps and 10 tables.
